The Economic and Social Research Council(ESRC) "is funded primarily through grant-in-aid from the Department for Business, Innovation and Skills (BIS)."[1] In other words, the tax payer.

Their budget for spending taxpayer's money for 2012/13 is £205 million[2], and in April 2012, they gave the University of Bath £450,000 to spend on research on alcohol.
